In my experience, they're all sitting there waiting for the stop signs to turn green.

That could be... in this picture, it would just take a few post-lobotomy Bozeman drivers to pile into a bunch of stopped cars after failing to see that there are cars stopped ahead of them.

I have personally witnessed this phenomenon in Bozeman twice.
